Description

Inspired by a recent thread about WW1 without USA, i decided to write a little scenario and make an accompanying map. This means no Zimmerman telegram, no destroying of American ships etc.


The Great War, which had been raging in Europe since 1914 seemed to be endless. For a little bit over three years had the struggle been going on in both eastern France and western Russia. The soldiers could barely remember being shipped off to the frontlines in the late summer of 1914, with the promise from their leaders that they would quickly force the enemy to surrender and return as war heroes.

However, in early 1918 Russia sued for peace, the war becoming too much for them with the ongoing revolution and food shortages on the home front. This gave the Germans new hope. They had been fighting a war on two fronts against the most powerful nations on earth, far away from home. When eliminating the eastern front, Germany saw vast ammounts of new troops being able to get to France. These troops were shipped as quickly as possible through all of Europe to fill in the missing pockets of the armies in the west. The French were aware that they would now have to face the might of Germany with only one ally, the British. Hopes of an American intervention had been ruined when president Wilson announced in the spring of 1917 that the USA would not enter the war as they saw no reason for it, nor any gains. They continued to passively support the Allies, however.

French morale hit an all-time low after the Russians had surrendered. Mutinies in the army had become more and more common, and both the politicians and generals did not see any way to end this. When Germany launched their spring offensives in 1918, there were so many deserters in the French army, so many anti-war communists at home, so many people who did not want war. The situation in Germany was almost the same, and they knew that if they did not succeed in this offensive, the war was lost. But the offensive gave additional hope to the German soldiers, while sinking the morale of the French even more.

The leaders of France were desperate. They did, however, manage to get a status quo ante bellum peace with the Germans, who were almost as desperate. Finally, peace had arrived in all of Europe, and thus, the world.


Germany greatly expanded the borders of its empire in the east by annexing several new territories. The "Polish borderstrip" was added as a province of the empire acting as a shield to separate the Poles in West Prussia and Posen from the rest of the Poles in the newly created Polish state. Most German-speaking parts of Austria, who was in chaos and ver close to civil war and dissolution of its empire, were also annexed. Bohemia, Moravia, Carniola and Dalmatia were added as protectorates of Germany, for annexation further into the future. Western Galicia (the Polish speaking part) was added to the Kingdom of Poland, and the eastern part to the Republic of Ukraine. Hungary was eager to break away from Austria, and did so, claiming all lands of the Crown of St. Stephen. While these territories consited of many different nationalities, the Hungarians saw themselves as the natural rulers. This started the Hungarian Civil War, raging the whole summer and early autumn on 1918. The Germans at first did not intervene, and entered just a few weeks before its end. They did not protect any of Hungary's claims, and just let whatever nation feel fit annex their territories. Slovenia was formed in the north, Croatia was added to the German vassal state South Slavia, most of the eastern parts were annexed by Romania, as a little payment for German use of their oilfields, and Carpathian Ruthenia first wanted to establish their own nation, but later joined the Ukraine.

Bulgaria annexed all of the Macedonian parts of Serbia, the whole Dobruja region and the northeastern parts of Greece.

Romanias borders were expanded by adding Bessarabia and Transylvania, while removing Dobruja.

The Ukraine was formed from all Ukranian speaking regions of Russia (except the Don and Kuban regions), along with Eastern Galicia.

In northwestern Russia, Balticum was formed from the former Baltic Gouvernorates and Kovno. This nation was - just like Poland - closely tied to Germany and intended to later be annexed.

Between the Baltic and Ukraine was a region called Little Russia, or White Ruthenia as the Germans decided to name the country. This nation consisted of roughly half of the Belarusian speaking parts of Russia.

The Crimean Peninsula a small colony was founded, with the intention of later being annexed to Germany. Germans were encouraged to move there.

The Ottoman Empire expanded eastwards and added Georgia and Azerbaijan as vassal states between them and Russia.

In the north, Finland separated from Russia and became the most self sufficient and independent state of all the members of the New German Union. (didnt come up with a better name)

Outside of Europe, Germany lost all its colonies to various different countries. The Kaiser who wanted an empire spanning the whole world such as the British was not very happy about this. The more realistic persons around him persuaded him that European hegemony was the first step to world hegemony, and the German worldwide plans were changed to continental European domination.

The German Empire, which had previously consisted of several kingdoms, duchies, and what-not, decided to reform as they incorporated Austria to the nation. Germany was divided into 20 provinces and one capital city territory. These were;

Schleswig-Holstein, Hanover, Mecklenburg, Pomerania, West Prussia, East Prussia, Westphalia, Magdeburg, Brandenburg, Posen, The border strip(sometimes called Grenzmark in English), Lower Rhine, Upper Rhine, Hesse, Saxony, Swabia, Franconia, Bavaria, Tyrol, Austria & Berlin.

Why did Kovno join Balticum? Because it was too small to make it a nation on its own, and there were already some old German settlers there from medieval times.

Hungary is the only country that is occupied by Germany and without a government on its own, but on the papers its a fully functioning nation.

The German states were separated to ensure Prussian hegemony, and the German Empire is moving towards the direction of basically being a very large Prussia.

All of the states that are in personal union with Germany is to be annexed at some point, and so are the protectorates. The other nations, however, are allowed to develop their own nationality, and are encouraged to do so. (mainly in the east, to move them further away from Russia, which is in a state of civil war at the moment)

I think that's about it, but I'm a bit tired right now so I might have missed something.
